Its uniqueness lay in the unified principles of organization and centralization of all healthcare, and the key role was played by free of charge, accessibility and qualification. The creator of the model was Nikolai Aleksandrovich Semashko, the first People's Commissar of Health of the Soviet Union.

Employees of the institute Natalya Viktorovna Neumoina, head of the clinic - chief physician, Ph.D., and Brusnigina Nina Fedorovna, head of the laboratory, Ph.D., associate professor were awarded the Pirogov Order for their contribution to the fight against the epidemic.

The Pirogov Order is a state award of the Russian Federation, awarded to Russian and foreign doctors and volunteers for their contribution to the fight against epidemics, the development of treatment methods and drugs, and saving the lives of patients.
