The reference center for monitoring enterovirus infections was created on the basis of the order of the Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing No. 88 of 17.03.2008 "On measures to improve monitoring of pathogens of infectious and parasitic diseases" on the basis of the laboratory of molecular epidemiology of viral infections of the epidemiological department of the Federal Budgetary Scientific Institution NNIIEM named after Academician I.N. Blokhina of Rospotrebnadzor. Currently, the Center operates on the basis of the Order of 19.12.2016 No. 1236, the Order of 01.12.2017 No. 1116, as amended on 15.04.2024 No. 285, and the Regulation on epidemiological monitoring of infectious and parasitic diseases dated 28.11.2023.

The tasks of the Center:

• Conducting epidemiological monitoring of enterovirus infections: analyzing information on morbidity, assessing and identifying signs of complications of the epidemiological situation, forming information and analytical materials.
• Identification and study of biological, molecular and genetic characteristics of pathogens of enterovirus infections, including new types of enteroviruses and those identified in atypical clinical forms of enterovirus infections.
• Analysis of epidemiological risks associated with the spread of enteroviruses, the emergence of new and atypical strains. Informing the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing, territorial bodies and organizations of Rospotrebnadzor, regional scientific and methodological centers on the identification of new types/genotypes of enteroviruses.
• Providing advisory, methodological and practical assistance to bodies and institutions of Rospotrebnadzor, organizations of the Ministry of Health of the Russian Federation on issues of monitoring and laboratory diagnostics of enterovirus infections; during investigation of outbreaks, severe, atypical and fatal cases; during preventive and anti-epidemic measures.
• Improvement, development and implementation of new methods of laboratory diagnostics of enterovirus infections.
• Analysis of the state of laboratory diagnostics and monitoring of enterovirus infections in the constituent entities of the Russian Federation.
• Preparation of proposals for the development and introduction of amendments to regulatory and methodological documents governing the laboratory diagnostics and monitoring of enterovirus infections.
• Improving the professional training of specialists of bodies and organizations of Rospotrebnadzor: holding seminars and internships on the job on issues of molecular diagnostics of enterovirus infections.
• Preparation of proposals for the organization of interdepartmental interaction and international cooperation on the problem of enterovirus infections.
• Development and implementation of research and development work and programs with the involvement of specialists from Rospotrebnadzor and medical organizations of the Ministry of Health of the Russian Federation.

On May 27, 2014, the Reference Center held a scientific and practical seminar for scientists and specialists from institutions and organizations of Rospotrebnadzor "Organization and conduct of laboratory studies in monitoring enteroviruses".

As part of the implementation of the plan of the main activities of Rospotrebnadzor for 2019, in accordance with the order of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing dated May 13, 2019 No. 268, on May 28, 2019, an interregional scientific and practical seminar was held "Incidence, etiological structure and issues of prevention of enterovirus (non-polio) infection".

As part of the implementation of the action plan of the federal project "Sanitary shield of the country - health safety (prevention, detection, response)" on September 25-29, 2023, at the Federal Budgetary Institution of Science NNIIEM named after Academician I.N. Blokhina hosted a joint Russian-Vietnamese scientific seminar on "Molecular monitoring of the circulation of enteroviruses and pathogens of other current infectious diseases."
