Volga District Center for the Prevention and Control of AIDS was organized 1989 on the basis of the Nizhny Novgorod Research Institute of Epidemiology and Microbiology named after academician I.N. Blokhina.The Center oversees territorial centers for the prevention and control of AIDS and infectious diseases in 14 subjects of the Volga Federal District with a population of over 29 million people, namely the republics of Bashkortostan, Mariy El, Mordovia, Tatarstan, Udmurtia, Chuvashia, and Kirov, Nizhny Novgorod, Orenburg, Samara, Saratov, Ulyanovsk regions and Perm krai.
A significant part of the work to fight HIV / AIDS in the implementation of the State strategy to combat the spread of HIV in the Russian Federation is carried out by the Center with the involvement of specialists from various ministries, departments and public organizations.
Main tasks of the Center:
- HIV assistance to territorial health authorities and Rospotebnadzor institutions in the Volga Federal District: organization and implementation of epidemiological surveillance, preventive and anti-epidemic measures and methods of clinical and laboratory diagnosis, treatment of HIV infection and HIV-associated diseases.
The center performs the following functions:
- Carrying out applied research to solve operational problems of epidemiology, prevention, diagnosis and treatment of HIV infection;
- Organizational and methodological management of the AIDS prevention and control centers in the subjects of the Volga Federal District;
- Collection of operational and statistical information, analysis and assessment of the epidemiological situation, measures to improve epidemiological surveillance in the subjects of the Volga Federal District;
- Monitoring of HIV drug resistance with assessment of the prevalence of primary and secondary resistance of the virus to antiretroviral drugs;
- Carrying out molecular genetic examinations in establishing causal relationships of the formation of the epidemiological focus of HIV infection;
- Analysis of the dynamics of the subtype structure of HIV, the circulation of its various variants in the subjects of the Volga Federal District;
- Laboratory diagnostics of HIV infection (including expert and arbitration studies to verify the diagnosis of HIV infection), AIDS-associated diseases;
- Organization of external quality control of diagnostic tests in the district laboratories;
- Use of modern geoinformation technologies in epidemiological surveillance of HIV infection;
- Preparation and publication of information and analytical materials on epidemiology, diagnosis and prevention of HIV infection;
- Participation in the development of instructional and methodological materials on the issues of epidemiology, prevention, diagnosis and treatment of HIV infection;
- Organizing and conducting training activities for healthcare and Rospotrebnadzor professionals on issues of epidemiology, prevention and treatment of HIV infection;
- Carrying out sociological and socio-psychological research among certain groups of the population in the regions of the Volga Federal District to study the prerequisites for the development of the epidemic and determine the necessary preventive and anti-epidemic measures;
- Organizing and conducting public awareness activities on available HIV prevention measures in the district;
- Training teachers in general education organizations, increasing their professional competence in working with children affected by HIV infection;
- Holding meetings, seminars, scientific and practical conferences on topical issues of epidemiology, prevention and diagnosis of HIV infection.
